{"id":10938,"date":"2020-04-27T13:13:32","date_gmt":"2020-04-27T13:13:32","guid":{"rendered":"https:\/\/peacerep.org\/?p=10938"},"modified":"2022-01-29T19:19:51","modified_gmt":"2022-01-29T19:19:51","slug":"psrp-research-quoted-in-un-insider","status":"publish","type":"post","link":"https:\/\/gentest.cahss.ed.ac.uk\/dev-peacerep\/2020\/04\/27\/psrp-research-quoted-in-un-insider\/","title":{"rendered":"PSRP research quoted in UN Insider"},"content":{"rendered":"<p><strong>PSRP Director Prof Christine Bell is quoted in a recent piece by UN Insider on the growing support for global ceasefires during the Covid-19 pandemic.<\/strong><\/p>\n<p>The <a href=\"https:\/\/www.indepthnews.net\/index.php\/global-governance\/un-insider\/3406-un-chief-s-call-for-global-ceasefire-gathering-support\" target=\"_blank\" rel=\"noopener noreferrer\">UN Insider article<\/a> introduces the call from UN Secretary General Antonio Guterres for countries to lay down their weapons in the face of Covid-19, and refers to PSRP research on ceasefires and the relationship between armed conflict and crisis.<\/p>\n<p>The article cites an original opinion piece by Christine Bell, <a href=\"https:\/\/www.justsecurity.org\/69340\/covid-19-and-violent-conflict-responding-to-predictable-unpredictability\/\" target=\"_blank\" rel=\"noopener noreferrer\">COVID-19 and Violent Conflict: Responding to Predictable Unpredictability<\/a>, which offers baseline understandings for designing the most effective responses to the COVID-19 pandemic in conflict-affected regions. From UN Insider:<\/p>\n<blockquote><p>Picking up the threads of the UN chief\u2019s appeal, Bell added: \u201cWe know from experience that the relationship between armed conflict and crisis is complicated and leads to unpredictable results. If this unpredictability is, however, itself predictable \u2014 a \u201c<a href=\"https:\/\/www.youtube.com\/watch?v=GiPe1OiKQuk\">known unknown<\/a>\u201d \u2014 can a \u201c<a href=\"https:\/\/www.c-r.org\/programme\/smart-peace\">smart<\/a>\u201d response be put in place?\u201d Our ongoing research at the <a href=\"https:\/\/peacerep.org\/\">Political Settlements Research Programme<\/a> suggests that the following 11 baseline understandings are likely to be key in designing the most effective responses to the COVID-19 pandemic in conflict-affected regions:<\/p>\n<p>1. Implementing technical solutions is always political, and \u201cconflict lenses\u201d are needed to anticipate the effectiveness of any response.<br \/>\n2. Mid-level peacebuilders have unique capacities to bridge and build trust between the state and local communities.<br \/>\n3. Flexible aid may be needed that can bypass the State in contentious areas.<br \/>\n4. Crisis management can have \u201cpeace dividends\u201d.<br \/>\n5. Conflict parties often seek to make military and political gains, under cover of crisis response.<br \/>\n6. State and non-State armed actor capacities for mobilization, and their political and military calculations, will be different.<br \/>\n7. COVID-19 may pose unique logistical challenges to current peace processes.<br \/>\n8. Diplomacy and peacekeeping may become \u201cabsent\u201d.<br \/>\n9. Emergency legislation is a response with conflict-dangers.<br \/>\n10. Elections are also peculiarly at threat, with specific conflict consequences.<br \/>\n11.
