{"id":11207,"date":"2020-06-01T11:15:59","date_gmt":"2020-06-01T11:15:59","guid":{"rendered":"https:\/\/peacerep.org\/?p=11207"},"modified":"2020-06-25T11:09:11","modified_gmt":"2020-06-25T11:09:11","slug":"pa-x-local-asia-and-europe","status":"publish","type":"post","link":"https:\/\/gentest.cahss.ed.ac.uk\/dev-peacerep\/2020\/06\/01\/pa-x-local-asia-and-europe\/","title":{"rendered":"New agreements added to PA-X Local Asia and Europe"},"content":{"rendered":"<p><strong>New data release: PA-X Local Asia and Europe<\/strong><\/p>\n<p>The Political Settlements Research Programme is proud to announce the addition of 36 peace agreements from Asia and Europe to its new PA-X sub-database: <a href=\"http:\/\/www.peaceagreements.org\/lsearch\" target=\"_blank\" rel=\"noopener noreferrer\">PA-X Local<\/a>.<\/p>\n<p>PA-X Local was launched in April 2020. This update adds agreements from across Asia and Europe, including from Bosnia, Croatia, Pakistan, the Philippines and Nepal. PA-X Local now contains local peace agreements from the Middle East, North Africa and sub-Saharan Africa, Asia, and Europe.<\/p>\n<p><a href=\"http:\/\/www.peaceagreements.org\/lsearch\" target=\"_blank\" rel=\"noopener noreferrer\">PA-X Local<\/a> is the first open-access database of written local peace\u202fagreements from across a global\u202fset of conflict-affected contexts. The local peace agreements included\u202fare publicly available written\u202fagreements between\u202flocally based and other actors, which address local conflict-generating grievances only within a part of the wider conflict-affected area. PA-X Local offers a glimpse into the\u202fprocesses and outcomes of local\u202fpeacemaking, including information on\u202fhow certain local processes may relate to national\u202fpeace processes.<\/p>\n<p>This database lists all agreements included on the <a href=\"http:\/\/www.peaceagreements.org\/\" target=\"_blank\" rel=\"noopener noreferrer\">main\u202fPA-X Peace Agreements Database<\/a> that deal in some way with local issues, in\u202fcases of local\u202fnegotiation practices that are on the margins of wider conflict, or in\u202fcases of local\/communal violent\u202fconflict. Agreements are collected from 1990 to the end of 2019. The collection\u202fis not exhaustive of all local negotiation\u202fpractices, since it only brings\u202ftogether\u202fa selection of accessible documents which are written, formally agreed, and publicly available. Often informal and\u202funwritten agreements are also used in these types of peace processes.<\/p>\n<p>The features\u202fof PA-X Local\u202finclude:<\/p>\n<ul>\n<li>Information about the peace process that led to the signing of the agreement<\/li>\n<li>Analysis of potential links to national-level peace processes<\/li>\n<li>Name and geographical referencing of the conflict area<\/li>\n<li>Categorisation of peace agreement participant types, including mediators<\/li>\n<li>Coding of four new categories of substantive issues addressed by agreements: use of rituals and prayer; acknowledgement of grievances; references to cattle rustling or livestock theft; and removal of social cover.<\/li>\n<\/ul>\n<p>Over the past few years, PSRP has engaged with the emerging research agenda interested in local\u202fpeacemaking, and the connections between peace processes at multiple levels of politics, which laid\u202fthe conceptual groundwork for this database. This work by researchers at <a href=\"https:\/\/www.law.ed.ac.uk\/\" target=\"_blank\" rel=\"noopener noreferrer\">Edinburgh Law School<\/a>, at\u202fthe University of Edinburgh, included the sourcing, translating, and coding of a selection of written local peace agreements. For more information about how researchers selected and processed\u202fthe\u202fagreements\u202fthat they were able to access, see \u2018<a href=\"https:\/\/www.peaceagreements.org\/files\/About%20PA-X%20Local%20(1).pdf\" target=\"_blank\" rel=\"noopener noreferrer\">About PA-X<\/a>\u2019. PSRP\u202fare hugely grateful to all those involved in local peace processes who\u202fhave sent in\u202ftexts of local peace agreements for inclusion in the database.<\/p>\n<p>All agreements on PA-X Local are included in\u202fVersion 3 of the <a href=\"https:\/\/www.peaceagreements.org\/\" target=\"_blank\" rel=\"noopener noreferrer\">main\u202fPA-X database<\/a> launched\u202fin January 2020\u202fand are\u202ftherefore coded for\u202fan additional 225 substantive categories ranging from provisions on power sharing, to human rights, and the security sector. Due to the availability and accessibility of some peace agreement texts compared to others, in some contexts there may be more peace agreements on PA-X Local relating to certain actors or areas of the conflict. This does not in any way suggest that there is a hierarchy of agreements or that PSRP\u202fhave made such an assessment of importance \u2013 PA-X Local only includes agreements that researchers\u202fwere able to access, and they\u202fdo not make any changes to the\u202foriginal texts or terminology used in texts. We encourage anyone who thinks we have missed agreements to get in touch with the programme team at <a href=\"mailto:politicalsettlements@ed.ac.uk\">politicalsettlements@ed.ac.uk<\/a>.<\/p>\n<p>Like the main database, PA-X\u202fLocal\u202fis\u202fopen to all, including mediators and parties in conflict, civic actors,\u202fand social science researchers. There are numerous potential applications for this data in peacemaking\u202fpractice,\u202fpolicy-making, and research. This new data could enable, for example:<\/p>\n<ul>\n<li>Analysis of patterns in local\u202fpeacemaking over time<\/li>\n<li>Comparative studies of local peace processes within or across countries<\/li>\n<li>Examinations of the link between local, regional, and national-level peace processes<\/li>\n<li>Better understanding of practices of highly localised actors and their influence on wider\u202fconflict dynamics<\/li>\n<li>Case study research to draw out \u2018lessons learned\u2019 for local\u202fpeacemaking practice<\/li>\n<li>Learning and teaching on local peacemaking<\/li>\n<\/ul>\n<p>As part of PSRP\u2019s Local Peace Processes research stream, led by\u202fthe\u202f<a href=\"https:\/\/www.aspr.peacecastle.eu\/\" target=\"_blank\" rel=\"noopener noreferrer\">Austrian Study Centre for Peace and Conflict Resolution<\/a>, PSRP has held two \u2018Joint Analysis Workshops\u2019 that\u202fbrought together leading researchers, peacebuilders, mediators, and representatives from intergovernmental bodies to reflect on local peace processes\u202fand local peace agreements.
