It draws on previous research by the same study team, initially focused on the 2017 agreement and then on the conditions concerning its implementation. The brief draws attention to the need for adaptive, trans-scalar mediation work in relation to peacebuilding in multilayered conflicts, where peace must be continuously renegotiated across local, regional, and national arenas.
